EXO-3316: Chart threshold filter do not work as expected

Other chart changes and improvements

• Remove p50, p90, count aggregations

• Apply pagination to filtered series instead of all series

• Server side paging with measurements+statistics merging for instantMode

• Improve threshold data filter UX in chart editor
